动力火车将在我国云顶举办《都是因为爱》世界巡回演唱会最终站，日期是 2025年10月11日（星期六），晚上6点，地点在 云顶世界云星剧场（Arena of Stars）。
对于我，这场演唱会的到来，肯定对我国的目前的政坛和政治人物很合时宜，也很有针对性。是的，我国似乎每天都被政客的言论，骗话，甜言蜜语搞到头晕脑胀，失去方向。
也许，我再重登我的稿件，与大家分享，这篇《我很好骗》,提醒我们对政客的言论要《闻》，《思》，《修》。这首《我很好骗》，也是动力火车的歌曲。

以往的全国大选，参选的政党尤其是在野党为了拉票，多会在讲座会周围播放歌曲制造气氛，激发民心来助选。那时刻火红的流行歌曲，都是政党的首选，如《月亮代表我的心》、《都是月亮惹的祸》、《爱拼才会赢》。
2018年，在网络火红的歌曲《我们不一样》，就被在野党选中在大选期间播放。有朋友问，作为选民的我们，又有什么歌曲能代表我们的心声呢？我想，那该是在去年由台湾演唱组合动力火车演唱、阿沁与卢家宏作曲、施人诚作词的《我很好骗》吧！在山雨欲来风满楼的大选，这首歌来得正是时候，因为不久后我国就将举行全国大选，也好通过这首歌来释放我们压迫的情绪。
《我很好骗》歌词中的“我很好骗 ，只需要动用几滴眼泪”，让我联想到2018年，当时的希望联盟总裁马哈迪在宣传短片中强忍眼泪哽咽地说：“我已经很老了，希望国人给我支持给我机会来重建国家！”就因强忍眼泪哽咽的镜头，加上在希联朋党的强力漂白下，饱受争议的马医生突然变成人民心目中的救国英雄，可见希望联盟说谎能力有多高，功力有多深。说白了，我们这群选民，就如动力火车歌曲中的《我很好骗》形容的那样！
中国最具有权威的词典《辞海》对谎言的解释是：“谎言，梦言”，《吕氏春秋。知接》何谓知接，瞑者，目无由接也，目无接而言见。意思就是指闭着眼睛，什么都没看见却在台上告诉别人他本身是看见的！所以，谎言在政坛上是个重要的特色，更是政客不可缺少的通行证。身为选民的我们，更需要用“心”来分析，以冷静的心态来鉴别政客及候选人的演讲；不仅要“听其言，观其行”，还要“鉴其行”，千万不要被谎言而激起情绪，把票错投他人！诺贝尔文学奖得奖人葡萄牙作家乔赛.萨拉马戈在其著作中的《谎言的年代》提到，候选人的胜利就是我们没好好观察，盲目而轻易受骗。乔赛.萨拉马戈说：这是谎言的时代，我们迫切恢复视力，以深刻的理解和洞穿的眼力对抗盲目！
为何《我很好骗》？那是因为我们没用心来分析。小时候，父母、老师、长辈要我们用心看、用心做、用心听、用心读，为何不是用脑看、用脑做？那是因为脑是知识的仓库，心是智慧的运作中心。我们最相信我们的眼睛所看，没有经过“心眼”的详细分析就下了判断。没经过“心眼”来思考的决定，往往是“所看不是所料”的！
战国时代，有一次，孔子与众弟子们在陈、蔡的地方被围困，连续困了7天，没有食物可以吃。孔子的一位学生子贡见同学们如此饥饿困顿，便用自己身上的财物突破重围，到外面换了少许白米回来，希望给大家解饥。人多米少，颜回与子路便找了一口大锅，在一间破屋子里为大家煮稀粥。子路有事离开了一会儿，恰好此时子贡从井边经过，正好看到颜回拿了一小勺粥往嘴里送。子贡看了有些不高兴，但他没有上前质问颜回，而是走到了夫子的房间,将看到颜回偷吃粥的事，告诉了夫子。
夫子听后，并没有很惊讶，说道：“我相信颜回的人品已经很久了，虽然你这么说，但我还是不能因为这一件事就怀疑他，可能其中有什么缘故吧！你不要讲了，我先问问他。”于是，夫子便召了颜回过来，对他说：“我前几天梦到了自己的祖先，想必是要护佑我们吧？粥做好了之后，我准备先祭祀祖先。”
颜回听了，马上恭敬地对夫子说：“夫子，这粥已经不可以用来祭祀先祖了。”孔子问：“为什么呢？”颜回答道：“学生刚才在煮粥的时候，粥的热气散到了屋顶。屋顶被熏后，掉了一小块黑色的尘土到粥里。它在粥里，就不干净了。学生用勺子把尘土舀起来，要把它倒掉，又觉得可惜，于是便吃了它。吃过的粥再来祭祀先祖，是不恭敬的啊！”
孔子听后说：“原来如此，如果是我，我也一样会吃了它的。”
子贡用眼没用心，做出了错误的判断；孔子用心没用眼，做出了正确判断。大选的讲座是在拉票，也是骗话竞选比赛。胜利者可不是在台上大声讲骗话，眼不眨、脸不红吗？作为选民的我们，需要用心、用脑，甚至两者并用来投票。

handover of kids
While I was in neighbouring country, I noticed some procedures of handling over of kids from the transporters to the kindergartens worth sharing among us as in midst of the transfer, there happened mishap of kid being suffocated to death in the vehicles.
When the transporter reached the kindergarten, he would go the entrance where a record book of attendance was placed on a table. The said transporter would tick the names of the attending kids of the day listed in the book in front of a kindergarten staff. After ticking and checking, the attending kids of the day would then go into the kindergarten for their daily lessons and plays under the supervision of the said staff. Counting of kids was conducted when they entered.
From the above process of handling or transfer of kids from the transporter to kindergarten, there was clearly accountability and traceability on the attendance of the kids. The drivers had the knowledge of number of kids to be transferred to kindergartens with their endorsement on the books and the kindergartens had the numbers registered onto their record of attendance.
If the above application and procedure of transfer of kids can be adopted and implemented, the problems of sleeping kids being left behind and neglected in the buses and cars can be easily avoided. Cases due to negligence which cause kids suffocated and unconscious surely will be avoided.

垄尾路至阿逸淡路的交通拥堵? 如何解决？？？？
这几年槟州政府大兴土木，造高路，建大道，耸高路，改大路等等的交通路来稀释没人路上的车辆的数量来松弛交通的拥堵。
这个表面的松弛交通工程真的会有预期的效果吗？效果当然会有，但其效应是有限的！因为其导因的根本问题并没有解决，那来预期的效果？
就以槟城垄尾路至阿逸淡路来谈，这条路两旁都是大水管，这约五英里长就因路旁的大水管导致其道路的广度不平衡，路段的车辆的容量从一辆至三辆可共行不等，交通拥堵也因此产生！除非这些大水管被搬迁，垄尾路至阿逸淡路的交通拥堵是不会和不能彻底解决的！

Traffic congestion -- what are the causes ?
Traffic congestion is a common panoramic view in our daily life. Whenever there is a prolong traffic congestion on the roads, the immediate response and solution to it from the authorities is construction of alternative routes to divert the vehicles. However, can building and construction of an additional collector roads, arterial roads, highways or expressways help to alleviate and reduce the traffic congestion and stagnation. Definitely No as different areas have their own respective and peculiar shapes and stretch unless these root-causes are solved.
I have been living at Paya Terubong, Penang. The only one road, Jalan Paya Terubong, is always congested days and nights. To solve this congestion and stagnation on this road, the state government has started constructed an expressway bypass connecting to the Tun Dr Lim Chong Eu Expressway Bypass. With the completion of this expressway, it is hoped that the daily traffic congestion from Paya Terubong and Farlim can be alleviated. To me, the answer is negative and “NO”.
The stretch of Jalan Paya Terubong is about 5 kilometers accommodating two-way of to and fro traffic but its width varies ranging from one lane to three lanes with big water-pipes at both sides of the roads. Because of its peculiar shape with different width and existence of huge water pipes bordering both sides of the only and the one route along Jalan Paya Terubong, the flow of traffic for smoothness is definitely affected. This is the main reason why Jalan Paya Terubong is always congested day and night.
In Penang, the existence of water pipes beside the roads are common sight and with these pipes in existence, reconstruction and widening of roads are designed avoiding these pipes. With the said modification, the direct affected is the flow of traffic and also it poses to accidents as the pipes are almost near the main traffic on the road. These pipes are there for years but till to date but there has been no plan to shift or move the said pipes in their long term planning in capital expenditure despite the water authorities reap in millions of ringgit in its annual revenues. Ironically, the construction of high-rise apartments and condominiums are going on in this densely populated area with a only road and increasing population, surely the situation is getting worse. What a joke, those on the roads are the customers as well as consumers who pay water bills to the said water authorities.

Where are the handkerchiefs?
Have you ever noticed that most of the rubbish bins are filled with tissue papers and tissue towels? What is the rationale behind of those piles of tissue waste? Obviously it is the effect on the transmitting 3R via Reduce, Reuse and Recycle on protection of our environment.
Our kids are taught and made to bring tissue papers or tissue towels along with them for outings as they have been instilled with the concept of 3R as in their minds for cleanliness. That those tissues materials are easily replaced and dissolved with little negative impact on our environment is now deep rooted in their mind. Undeniably, too much emphasis on the concept of 3R ignoring the primitive use of customary linen cloth called handkerchief or face towels has been neglected and sidelined.
The campaign of 3R has been inclining towards “recycle “by sidelining “reduce “ and “reuse”. In the end, our children forget the use of handkerchief and face-towels with some of them not having these clothing wares at their house. Nowadays, it is a norm that children are not carrying with them handkerchiefs and face-towels when outings instead they are given tissue papers and tissue towels. These slinging materials are easily disposable but not reusable nor recyclable and at the end, our bins full of thrown tissue papers and tissue towels.
It is opined that bringing back the culture of using handkerchiefs and face towels for children may help to alleviate the existing ugly scene of bins and tongs stuffed with tissue papers and tissue towels en route to cleanliness of our environment. Are handkerchiefs and face towels made easily available and reachable for children at home? The answer is definite “No” as these items are now scarcely kept in our houses. Incidentally, sales of handkerchiefs are hard to find either as the demand for these items are relatively low. It is not an exaggeration to say that if this trend is to continue there is a possibility that, sooner, handkerchiefs may become extinct and unknown to our children.
Gone was the day when restaurants and eateries would provide hand towels for the guests and in substitution packets of tissue papers are given. When the feasts end, tissue papers and tissue towels are scattering and being thrown onto the tables. How to end this trend? Of course, the time to ignite the use of handkerchiefs!

厕所，适用性还是展览性？
最近，我国政坛的闹事，争论，趣事的确是五花八门，令人目不瑕给；连厕所都被
挂上BMW的标志之事都成了新闻，试问是不是令人哭笑不得还是啼笑皆非？《厕所》也被视为新闻，这也许是一般人所谓的在政治领域里有势无力时，只好利用无奇不有的话题和故事来转移人民视线的障眼法吧！
谈到厕所，它在公众场所的存在性是必然性。有鉴以此，必然性质就必有应针对性的《需》与《须》的因素为根基。有了《需》与《须》为根基，适用性就提高和存在；反之，如以美观性为根基，《需》与《须》就被边缘，展览性是重点了！人有《急》才上厕所，也很快完毕其《急》事而离厕；但在具有展览性或BMW的标志的厕所，游览倾向的存在，较久的逗留在厕所的时间肯定会耽误有《急》的人！

感恩你对无残障环境的付出！
大年初一早上与一位来自沙巴州的同学也是多年以前级长级的朋友喝茶时，突然收到一个短讯告知同学陈环湖往生。短讯中通知同学陈环湖在年三十晚与家人共餐时，身体不适，在年初一清晨安详地与家人永别。
陈环湖，在三岁时因多日的高烧不退而导致小儿麻痹症，被逼永远地坐在轮椅上。但让他终生坐轮椅上，双腿无力，无任何感觉的麻痹症并没有挫败和压制他的劲儿，反而让他在逆境中荡然的面对残酷的现实。
长期坐在轮椅上的时光，让他理悟到残障人士在现实生活所面对的迫切问题。那就是教育和自立。虽然面对身体的障碍，行动不便，意志强盛的他，在家人的支持和鼓励下，读完高中学课程，也上了大学，毕业于理大。家境富裕的他，也与普通人一样，大学毕业后，找工作，上班。陈环湖的举动很明显的带出很强的信息！教育和自立更生在日常生活中是重要的；在《饭来张口，钱来伸手》的互动中，本身能够自主，靠自己学历和本事，《得和赚》才是明智。
工作不久后，陈环湖就出任槟州残障人士协会的会长，而是连任三届。担任协会的会长的职务，可说是槟州残障人士的好倾向。因为从他自小至踏入社会工作所累积经历和配合他的教育背景，陈环湖可说是最佳日选。担任协会的会长后，对於一却残障人士行动不方便的环境设施，交通问题，无障碍环境的落实，都亲自亲为，亲临有关的问题地点，写文章，发文告，上政府部门，找官员，国，州议员等申诉有关对行动不便者所面对的问题，甚至联络国外的无障碍环境专家和有关人士，在到访我国时顺便一起巡查问题的场所。犹记得，我也曾被陈环湖邀请与一位无障碍环境专家共同巡看槟州市区的街道的行人道。
陈环湖对于残障人士的教育也特别关心。为了帮助残障人士提升他们的教育水平，陈环湖联络上我要我协助他们，要我为一些有意学习，自修，上课的他们补习。陈环湖是希望通过教育来提高他们的对事物分析力和理解，因为在上课时，我可以与他们分享生活中面临的问题和每天发生的事情。很多的残障人士是年青的，因为行动受限制，学习方面是有顶点和局限；如有上门的义务导师，对他们的未来肯定会有帮忙。自那年那日起，通过陈环湖的推荐和介绍，我开始上门为不少的残障人士补习上课；更令我欣慰的是当中有一些是肯自立的，尽量减少他人的扶助！
虽然陈环湖离我们远去，但从他的言行我们可以学习到他留下来的人生的实际应用步骤。那就是：“内心有怎样的思考，本身就会以此心态来生活，心念的运作是塑成自已在人生中《成与败》的重要因素。”。轮椅只是锁住了身体，但心态没有被锁，是还可以飞翔的！

你是否懒惰？
父母对孩子的希望是他们学业好，成绩不落他人，名次最好是名列前茅！孩子的学业成绩差强人意，为他们找补习班或补习老师是补救的方法。但在这之前，父母可有对孩子的不如意成绩有否进行分析？
孩子在七岁就上学读书！但在同一年出生的，不管是正月，还是十二月出生的，都是编排为一年生。这可就是对学生们彼此间对比的成绩或比赛有所差异的导因。无论是正月出生的，或是十一，十二月出生的都是一年生，但实际上彼此是相差一年，试问彼此间的思维，领悟力甚至体力可有差别？让他们来了比赛，谁会占优势？ 学生们彼此间的领悟力与记忆力肯定有差别，这可是导致他们的成绩有差异。当孩子的成绩比人差时，父母了解和确定对比人的背景和出生月呢后，才对孩子指指点点？孩子成绩差，为他们找补习老师是没错的！但有否对孩子的成绩分析，对症下药后才找呢？
举个例，若孩子就读五年级，成绩不好，家长们的反应就是带孩子找五年级的补习班。表面上，没错的！同班同学，每一位学生的理解力和吸收力肯定有异。理解力强的学生，很快就会明白，反之，就一知半解，甚至会格格不入，脑海一片空白！孩子的成绩差是显示他的什么程度？五年级还是折返至三，四年级呢？再把孩子报读同样的班级，效益是有，但有限吧！
几年前，朋友介绍一位就读初中的学生给我。这位学生，上课时很静，不爱开口，每次下课时问他有没有问题，他总是答说：“谢谢老师，没有问题！”。几个月后，问他的学期考试成绩，他对我说没问题。当我要他出示考试成绩单，他也不肯而拒绝。我对他说：“如果不让我看考试成绩单，我怎能调整我的教导方式来帮助你提升以应对不足？”。哎哟，不看不知道，一看吓一跳，他的成绩竟然满江红，没有一科及格！看了他的成绩单，我对他说：“你的程度是处于小学，不是初中；如果要继续要我替你补习，我必须换课本，小学五级的课本吧！还有，补习时间也须增加！每星期多两小时以便配合政府考试！”。随后的日子，我指导这位学生的课程都是比他的同学较低一，二年级的；一直等到他的语文科的成绩及格后，才正式用上他在学校上课室用的课本。其后他的高中成绩，政府考试都不再是满江红，而是可风采，耀眼！
考试成绩与本身的努力有直接的关系。若考生在考试中，得到F的评估，不及格。有否知道F是代表什么意思？是的F是指FAIL; F 就是不及格！AIL 又是代表什么呢？AIL 就是 Am I Lazy? 的简略词。问问自己本身有否懒惰?
孩子在七岁就上学读书！但在同一年出生的，不管是正月，还是十二月出生的，都是编排为一年生。这可就是对学生们彼此间对比的成绩或比赛有所差异的导因。无论是正月出生的，或是十一，十二月出生的都是一年生，但实际上彼此是相差一年，试问彼此间的思维，领悟力甚至体力可有差别？让他们来了比赛，谁会占优势？ 学生们彼此间的领悟力与记忆力肯定有差别，这可是导致他们的成绩有差异。当孩子的成绩比人差时，父母了解和确定对比人的背景和出生月呢后，才对孩子指指点点？孩子成绩差，为他们找补习老师是没错的！但有否对孩子的成绩分析，对症下药后才找呢？
举个例，若孩子就读五年级，成绩不好，家长们的反应就是带孩子找五年级的补习班。表面上，没错的！同班同学，每一位学生的理解力和吸收力肯定有异。理解力强的学生，很快就会明白，反之，就一知半解，甚至会格格不入，脑海一片空白！孩子的成绩差是显示他的什么程度？五年级还是折返至三，四年级呢？再把孩子报读同样的班级，效益是有，但有限吧！

压力？动力？
食物有酸，甜，苦，辛辣的味道，每个人对味道都有自已的喜爱和抗制。无论是小孩还是成年人都有本身的喜爱和抗制的品味和滋味。如食物的调味不适合自己，往往都会避开而选择沾上自已喜爱调味品的食物！在学习方面，小孩与学生也是与选择食物的运作一样，若对某科目有抗拒感，学习的进展肯定是有所影响。举个例子，学生不爱历史，一拿起历史课本，内心就立刻起反感抗拒，老师在前面教导解释，只好坐在课室张开眼睛，格格不入的在听不知所言的讲解，一直等到下课。在才，他们的历史的考试成绩会如何呢？心知肚明吧！
身为辅导者，应了解学生的情况，做出应对的调调整来帮助他们！学生不爱历史，很明显是缺乏兴趣而无精打彩上课。培养兴趣乃是重要的因素。历史是很枯燥乏味的课程，导师也许可引用间接性的故事链接上书本的故事吧！历史的考试的重点是，事发日期，地点，人物名字，事故原因；以其他的课目一样，历史的考试的就是针对记忆存储。记忆强的学生，在考试中应是没有很大的阻力吧！
小学时候的我，每次考试多是班上最差的，名次是包尾的几名内！犹记得，在我五年级的时候，母亲带我去一间寺庙朝拜，那时刚好有一群约数十名的出家人和朝拜者正在一起朗诵念经。在寺庙逗留时，母亲指向几位站在前排年纪很小的出家人对我说：“你看，那群年轻的出家人没有看经书都一字不漏的朗诵。你知道什么原因吗？这些师父每天，每时每刻都在看经书，已把经书里的每一字，每一句，没一段背的滚瓜烂熟，记忆力就因此练起来了。学校考试也不是在考记忆力吗？你不是不聪明，只是没记忆力！”。
听了母亲的开导，如梦方醒，原来小学的考试是以记忆力为重，聪明是次要啊。我还以为我笨不能有好成绩。从那天起，我就拿着书本，每每时每刻都在看，在读！不久，学校举行学期考试，面对考卷时，与往昔不一样，我对答如流，很快就作答完毕。一星期后，考试成绩公布，我的成绩是名例前茅，第一名也！在往后的考试至高中，不仅全班，甚至是全级名例前茅！
我投入教育领域近四十年，偶尔会与学生们分享我读书的故事以激发学生。其实，学校，学府考试的过程中似乎是千遍一律的，小学是记忆力考试，中学是记忆力，理解， 云用考试，大学是云用，培训理悟等。无论如何，记忆力是重要的因素。有人问我考试是否有压力！我是没任何压力因为我的目标不是名例前茅；而是另一个能自我提升的动力目标！那就是“今天的我，学习能力会比昨天好，明天的我，学习能力会比今天强！”。这就是我的循序渐进就是动力；以他人为目标，除了需衡量自己的能力，也要了解目标人物的实际情况！

Felling of trees......the only Way??????
It is a common practice for our local authorities to fell a tree by the roadside if the tree poses danger or obstacle to road-users. Other then, felling trees is there any other way ?A tree takes years for its growth to maturity but felling just takes a few hours. What a waste and negative impetus in our effort to preserve nature! Can the work of felling belittle the roles of environmentalists in their effort for conservation and preservation of existing greenish nature which has become the victim of development. Does the act of felling sarcastically and indirectly point to the signage wordings with “ Green, greener future “? Is a tree an obstacle or a its falling poses danger to road-users, incidentally it is arguable the act of felling. One would wonder other than felling of trees, is there other method to preserve the trees along the roads especially those trees in the public parks.
I had seen trees were being coiled and reinforced with fencing and bars to prevent it felling in some countries and this act of protection really transmits and carries the strong message waking up on love on greenish environment. Have our local authorizes any plans to adopt and follow this method of protecting trees?
While I was travelling on some roads in Penang, I noticed that some trees by the roadsides had been tagged and circled with red white PE barrier tapes. Obviously, these trees are awaiting the fate to be felled. Deforestation and reclamation of land from sea are on-going process for development and it seems that the green-greener future is only slogan for publicity and not concrete practice stopping destructive action. Our future for better environment is in dilemma. Refrain and restrain from the act of felling may help, to some extend, to preserve nature and environmental awareness.

一人错，多人遭殃！
何谓《一人错，多人遭殃！》？如果，没处于那个境界，真的是没法以亲身来体会和描述那种无奈又委屈的处境！
话说某天，在阿依淡打枪铺某个组屋的底楼，不少人正在等待电梯抵达的时候，突然从电梯左边的走廊冲出一辆电单车，差点撞到在等待电梯抵达的人。虽然没有不愉快的事故，但虚惊的经历免不了！事情发生后，受影响的人就向有关当局投诉。当局也很快有了反映而针对性做出了解决问题的源头。解决的方案就是在底楼的电梯的左右旁的走廊面向电梯处建设两支约四尺高的铁杵来防止电单车进入！
两支约四尺高的铁杵在电梯的左右旁的走廊竖立后，效应立刻立竿见影，但似乎多是负面性的！
原本在组屋底楼的电梯正面处就有了栅栏型的高铁杵，如今电梯的左右旁的走廊面又有两支四尺高的铁杵，那么人群来往，东西的流通系肯定会受到影响！如果组屋居民要搬运大型的家具如沙发，橱柜，冰箱等，该怎么做呢？一些以手推车搬运东西的居民又怎样越过这所谓障碍的铁杵呢？左有铁杵右也有铁杵，居民是左右为难！用手推车？手推车难过，居民心里也难过！靠轮椅进出的居民原本行动就不方便，如今内心更加难过吗？万一，有居民要靠手推担架车到医疗处，救护人员该怎样在无障碍的情况下方便又快速的把担架越过铁杵呢？

What the haste to put it through !!!
Undeniably, though Service tax on repair and maintenance has been enforced more than a month, its implementation is still the subject of criticism and comprehensiveness among affected groups. The haste move by the government to impose Service Tax on almost all types of maintenance and repair clearly demonstrated its lack of empathy and the required process to complete the necessary procedures on its finalization on procurement of contracts on repair and maintenance by all the affected. The announcement was a surprise as quoted by the press as the authority presumed all affected were ready and easily adhered to its rulings but in reality it was not only a surprise but shock as it was a haste. As it happened, numerous queries including the questions posed by the attendees in the Q&A session but viewed as provocative by the officer-in attendance during the talk on new implementation of SST on repairs and maintenance organized by Customs Office, Prai last March 24 proved the confusion and disillusionment existed among most of the attendees.
Repair and maintenance including calibration, testing, corrective measures, fault finding and rectification are totally different from procurement of materials in manufacturing sectors where the date for completion of production is predictable. In practice, ample notification for the work on commencement of service and repair is needed and crucial as preparatory ground work such as arrangement on the date for site-visit by supervising consultants, and renting and installing of testing equipment etc are time consuming. To prevent any misunderstanding between the service providers and the clients, Purchase Order or (PO) will only be issued upon completion of fault finding of which its duration for the testing and fault finding is unpredictable. To avoid pricing problems and any controversy, PO will normally be issued when all faults and work are defined and finalized. What a coincidence and also a bemusement with the sudden announcement of implementation of SST! When the findings completed and PO just issued to the service providers in February 24, immediately a revised pricing was needed for the inclusion of SST for the work to commence in latest month! How to resonate the SST in the price negotiation with the clients? Yes, it may be easy to quote the enforcement of SST by the authority but will the unexpectedness help to erode the confidence on the service providers?
Additionally, there were some repair works which had started prior to the imposition of SST but stretched beyond March 24 when its price had been mutually finalized and agreed. Surely the affected clients would not agree for the extra payment on the revised price to include SST. Of course, the Customs Office can instruct the service providers to include SST in the billings. The instruction looks simple and it only works for local companies but not for all foreign companies. For an example, for signed and endorsed contracts for provision of long term services maintenance and rent of equipment, invoices and supporting documents will have to submitted online with the agreed pricings . Any discrepancies will be automatically rejected and for further negotiations on alterations and amendments on price difference are seldom entertained.
The economic and financial market are full of challenges and volatile, however, the authority may help to tranquilize the trend with less “ surprise “ move. Other than pragmatics in the implementation of rules and orders, empathy should be taken into consideration too.

被宗教意识绑架时
农历新年期间，槟城极乐寺每晚都以发光二极管LED大放光明迎接新春供民欣赏。 这灯会自1983年开始，至今不曾中断。 在璀璨灯火中，浓浓的新年气氛下，应是到访槟城游玩者的必逛灯会！
我家是靠近亚依淡，新年期间的夜晚，偶尔会与家人一同步行至极乐寺。一来是散步，二来是一起与众多访客来逛逛游玩观赏新春灯火凑热闹！访客们大多数来自本地，这可从他们的车辆数字得知；但也有不少外国游客！访客,游客中偶尔会出现了三，五位戴着鲜艳头巾的女子。从头巾与服饰，这些女子肯定是穆斯林信徒，只是不知是本地人，还是外国游客？在我心底下，以本国目前的政治局势和宗教倾势，这些前来游览极乐寺，大方进入寺庙，甚至毫无悬念，在寺庙的贩卖摊位，在众人前，敢以手触碰带有佛教意识的纪念品，应该是非本国人吧！为了确认我的看法，我走近了在摊位徘徊观看的三位戴着鲜艳头巾的女孩的旁边，希望从他们的交谈中，知道她们的来处。她们正在用非马来文在交谈，用了有泰国腔调的语音在谈！原来是来自泰国的穆斯林的女信徒。相信这泰国的穆斯林的女信徒是以非宗教的意识和眼光来极乐寺，而是纯粹来观赏旅游景点！
在我国，穆斯林信徒进入非回教寺庙参观？可能吗？也许有，但不显见！但相信不久的未来，在我国政客操弄人民的情绪下，宗教变成敏感课题时，犹如《河滩里的鹅卵石》，越滚越滑时，成了争论后，非回教寺庙可能会成了穆斯林信徒禁区了！
前几天，槟州前首长丹斯里许子根在槟城国际体育竞技场SPICE出席“星空云海”书法纪念特展开幕仪式时，分享了一段渊源趣事。许子根博士说在1963年7月24日，星云大师随中国佛教访问团首次来马弘法，地点是极乐寺，当时国父兼首相东姑阿都拉曼就是开幕人；那天转递剪刀给国父的正是许子根博士的妹妹。六十多年后，事过境迁，物是人非的今天，国父东姑阿都拉曼没被宗教意识绑架，参与非本身宗教的活动和事物，的确是令国人铭记。如今我国的多数的政治领导者，已被宗教意识绑架，一句“bak”或“肉”，似乎《蒙在鼓里听打雷》，就立刻想到是非穆斯林的食物，犹如《鸡蛋里挑骨头》，硬找麻烦，对当事人没完没了！
换了政府，明天会更好吗？以目前的趋势，一般人多不看好！这可从我国股市，汇率的波动的可探测吧！

给你一个赞！
前旅游促进局总监拿督阿玛尔坚遭到降职至副总监之事，肯定犹如带刺的鲜花，好看但有点扎手。好看是因为公务员表现不达标，遭降职或调职是公众人士要看的好事，扎手是因为至目前还没听到和读到来至希盟的朋党的声援或不一样的见解！是明哲保身吗？ 但很欣慰的这降职之事受到了首相安华的高度评价。首相安华表示，尽管张庆信的工作方式可能被误解为“凶”，但他的决策旨在确保公务员的最佳工作绩效。
首相安华的评价是及时和缓冲性的，因为若没有其它希盟的朋党或联合政府成员党的一句公道或均衡的话，可能会引发无止休，无所谓的争执。其实，无论是公务员还是私人领域的职工，在工作上如有任何的误解和违规，必须及时纠正。这是标准作业的运作。但在双标下，我们可看到团结政府的某个成员党对公务员在处理事情时，若有误解和犯规，这成员党却是演示包容和忍受！
不久前，在对华人农历新年的贺词中，某政府机构图文并茂以月饼来向华人拜年。月饼是中秋节的礼品，供品与华人农历新年不扯上关系，这月饼图就引起了负面反弹。在恶评中，该政府机构立马换上《无月饼图》的贺词向华社祝贺！原本以为这错误的就告一段落，但由某华裔掌管的政府部，趁着农历新年的开放日，就以月饼重点出击来招待上门的祝贺者！不知该华裔部长的用意是什么？是转达食物没有季节之分？ 还是包容是美德？也许，在未来的农历新年，粽子也是可品尝食物之一！
也在不久前，某华裔部长的官车有一段路途违规地紧随救护车的后端。此事见报后，该部长的回应是：“他会配合调查，一旦证实犯错，将会代司机缴付罚款！”。这部长在转达什么信息？包容？雇主是员工的保护伞？员工做错由雇主挡？这也难怪，当这部长来槟吃饭时，其部下会封锁整条街道，会推拉那些早已泊好在街边的车辆让出更大的空间，让这部长与其官员能无障碍上餐馆用餐！部下能毫无顾虑的拉车，那是不是因为有上司的照顾？ 无论任何，公务员的表现不达标之事，让我们看到来自东马与西马各部长有各不同的对待和处分
首相安华的评价是及时和缓冲性的，因为若没有其它希盟的朋党或联合政府成员党的一句公道或均衡的话，可能会引发无止休，无所谓的争执。其实，无论是公务员还是私人领域的职工，在工作上如有任何的误解和违规，必须及时纠正。这是标准作业的运作。但在双标下，我们可看到团结政府的某个成员党对公务员在处理事情时，若有误解和犯规，这成员党却是演示包容和忍受！
不久前，在对华人农历新年的贺词中，某政府机构图文并茂以月饼来向华人拜年。月饼是中秋节的礼品，供品与华人农历新年不扯上关系，这月饼图就引起了负面反弹。在恶评中，该政府机构立马换上《无月饼图》的贺词向华社祝贺！原本以为这错误的就告一段落，但由某华裔掌管的政府部，趁着农历新年的开放日，就以月饼重点出击来招待上门的祝贺者！不知该华裔部长的用意是什么？是转达食物没有季节之分？ 还是包容是美德？也许，在未来的农历新年，粽子也是可品尝食物之一！
也在不久前，某华裔部长的官车有一段路途违规地紧随救护车的后端。此事见报后，该部长的回应是：“他会配合调查，一旦证实犯错，将会代司机缴付罚款！”。这部长在转达什么信息？包容？雇主是员工的保护伞？员工做错由雇主挡？这也难怪，当这部长来槟吃饭时，其部下会封锁整条街道，会推拉那些早已泊好在街边的车辆让出更大的空间，让这部长与其官员能无障碍上餐馆用餐！部下能毫无顾虑的拉车，那是不是因为有上司的照顾？ 无论任何，公务员的表现不达标之事，让我们看到来自东马与西马各部长有各不同的对待和处分

Fruitless struggle for her betterment
After witnessing the predicament faced by my student, I am now bewildered and reserved on the assertion that education is for betterment of life.
Ms Khu, an OKU student of mine, became a quadriplegic after a horrific accident in 1999. She was paralysed from the neck injured and has to be seated in a wheelchair for the rest of her life. Because of her immobile and asymmetrical condition, her mother quit her job and took care of her full time. Incidentally her mother was illiterate but she knew the importance and role of education. Under her constant advice and infusion, her daughter, Khu, realized the importance of the education for her survival on the route for her future independent living.
Before the fate-changed accident, Khu was a high school student in Kedah. The accident had derailed her study as her movement was confined to bed and wheel-chair in her daily activities. Realizing the importance to her especially as an OKU, two years after the accident, she went back to school continuing her high school education. After completing her high school education, Khu decided to further her study in Tuanku Abdul Rahman (TAR) college in Penang. This was the time when I knew her through the former President of Society of Disabled Persons Penang.
Since Khu moved to Penang, she had been under my guidance as an English teacher for numerous years. My sharing with her and my constant emphasis to her was that Education was for her life betterment and the solution for independent living. I reiterated that only knowledge with wisdom enriched from education, obstacles and hindrance in life will be solved, cleared or reduced. Khu’s never-say-die attitude had railed her through high school education, first-class honors degree in Social Sciences and finally master-degrees in Sociology.
However, it seemed to me that I had misled her that education would definitely help her as till to date, despite her many attempts she still could not find a job to enable her to gain a humble living. After completion of her master-degree course in USM almost 7 years till now has been struggling but repeatedly failing to get employed both in private and public sectors. Despite her quadriplegic condition, when she was called for an interview she would attend irrespective the distance. Once, she even travelled to Bangi from Penang to attend the interview with her limited monthly income spending on travelling and lodging. But the end result was the same and unsuccessful!
What a sarcasm to my repeated encouragement and advice to her that only education was the right route for her to weather the storm in her future in spite of her quadriplegic. I am in dilemma whether her frequent failures to get jobs would discourage her to share her experience of her achievement to motivate students especially those OKU as she was often invited by some schools showcasing on stages disseminate her challenges in her studying life as a student.
To me, if she gets employed she can be an exemplary model for other OKU to follow. But now clearly and surely her repeated failure may dim the hope as a model for those unfortunate that education is for betterment of life. It is a setback and also a disappointment to her. Hopefully, fighting spirit will be always with her and the present failure to secure a job will not erode her confidence.
Our government has, time and again, called on public sector to employ more disabled people or OKU in the workforce in order to achieve one per cent employment target. To this appeal, I wonder have the various government departments taken the initiative to answer this persuasion?

False hope on her struggle for betterment
What a setback and disappointment to her, an OKU, who graduated with a master-degree but fails to get a job despite her numerous and continuous attempts! And what a ridicule to my repeated encouragement and advice to her that only education was the right route for her to weather the storm in her future in spite of her quadriplegic. To be frank, after graduation, her attendances to the interview for jobs always end up with failure for her to secure a job to enable her to have a decent and independent living.

得理要饶人
龙年，谈龙最恰当合适。对于华人，龙与神明相配相合，在漫画和神话中，许多神明甚至观世音菩萨不时站在龙背上从天而下！其实，从“龙”要攻击对方的动作，我们可理悟龙的层次面的实际举动，运转成为日常与人处世的态度，来减少我们与那些时常格格不入的友人的摩擦？
龙是与蛇一样的，龙要攻击对方之前，其龙头往往是向后方退缩。如果龙头退缩的距离或角度离对方越远，冲力顺势增强，攻击力度也因此更强劲而猛。在日常生活中，与人互动时、如果意见不和，各持己见 ，矛盾激化时，对方的突然沉默和退缩，可否是犹如《龙》的退缩后来一个正面的反击？
老虎与敌扑斗时，老虎想要扑前，虎头就往下低。虎头越贴近地面，它就能跳得高，其伤害力和攻击力度也是顺势增强。想想看，与人相持不下，咄咄逼人，形势比对方强时，对手突然向你低头，可否是对方准备来个反攻反击呢？所以，与人剑拔弩张，争执时，某方有沉默退缩时，我们可要视可而止，得饶人处而饶人不要再咄咄逼人；可不要有错觉认定对方理亏，再乘机逼近！不要把人逼入死胡同，其反击的力度是难以估计的。同样的道理，在球场上，缺乏经验的新手，没有观察力，眼光不锐，对手的一个假动作就很容易被误导受骗，最后把球赛弄输了！
球员的假动作，龙的退缩举动和虎头的下低是备战的前序，可不是让某方有机可趁，占便宜的机会！所以，一个人在顺境时，除了要谦虚，更要依据对方的反应来调整自己的言行，得理要饶人，善行谨慎可规避不必要的持续争执和敌对！对方的突然沉默或打退堂鼓，可是机缘来脱束自己的紧绷心情，嚣张口气。忍一时风平浪静，退一步海宽天空。误解可是缺乏理解和沟通吧！龙的退缩举动和虎头的下低可不是咄咄逼人啊？空间挤压出，你还要趁机？

哎呀哎，只好再等人民当老板的那一天的到来！
以巫统为首的国阵失去政权后，由公正党为首的希盟掌权，执政中央后的今天，老百姓的日常生活是否有改变呢？如果有，其影响会是怎样的呢？对于我，政权的改变却致使我的日常生活有着三百六十度的倒置性的转变！说起来，你们会不信！现在我是过着《无风无夜有蚊》的日子，孩子也因此可选择不再在家同住了！换了政府，希盟替代国阵后，新的政府让我的生活有了很大的变化！
何谓《无风无夜有蚊》？那就是，没有风，只有白天没有无夜晚，有蚊虫陪住的生活！让我来描述我住家的环境，你就会了解我目前的真实情况。我是住在组屋一楼逾五十年，楼下的底层右边是一间开杂货店，我家的窗口与客厅是面对一片大平原。就因如此，虽然不是整天凉风习习，但空气流通，是日常的景气。然卧室的窗口直接对着杂货店的小广告牌，但这广告牌的高度并没把我那40寸X 72寸卧室的窗口完完全全的覆盖着，无论是白天夜晚，总会有风吹进来；尤其是年尾的十二月，我和`我家人还会面对寒冷的北风，甚至夜晚披被入睡！但这一切都改变了！自从团结政府掌权后，团结政府中的某成员就与底层杂货店的老板协商租下该店装修为政党的办事处。装修中的工程包括竖起在杂货店屋顶和在我家卧室窗口前一个 约48 寸X 230寸的该政党的告示牌。施工完成后，我的卧室的窗口完全的被告示牌遮掩着，那时刻起，我就开始生活在无风的日子；如今高吹北风的日子，我还需开风扇，开冷气机才能入睡。
不但如此，为了引起众人在夜晚对告示牌的注意，承包商还竖起两支高于告示牌的太阳能灯，直接地照射告示牌。太阳能灯的光线也直接照进我的卧室内，顿时光线充足，让睡惯夜晚的家人难于安眠，只好等到太阳能灯的光微弱后才能入睡。这是否是变相无夜的日子？ 何谓有蚊呢？装修中，该政党的办事处屋顶边缘处有点竖高，装修后有少许的杂物没清理，雨后积水是常态。积水滋蚊，孩子被蚊叮，患了骨痛热症。孩子愈后，怕会再被蚊子叮，在确定没积水没蚊虫才留家过夜了！

批评时宜吗？
不一样的学历与经验自然地就会出现不同的看法和意见，这现象是必然性的。争执与争论的产生乃至双方的分析宽度与了解深度不同也！如果看法和意见不异，放下执着，交换意见进一步了解，误解可降低。以下几个小故事，也许可让我们在日常生活中的面对不同看法时，可开导一二！
一般上，许久没到访的朋友突然来访时，我们有时在不询求到访者的意见，就倒水倒茶请他或她喝。万一，对方不喝时，我们肯定会很在意；如果是甜的饮料，我们还可接受；也许我们会认为对方是不喝一切甜的食物和饮料。但如果那是一小杯的温水，力邀对方喝时却不接受，我们的反应会很在意，内心不爽而埋怨！这不爽与埋怨是对拒绝者表面的反应，但在次层底下，我们可否知道对方不喝是因为他是位肾病患者，入口的饮水受到限制不像一般人可随时性！对方得肾病，也只有家人知道别人不知！ 这是单靠看表面，失标的评论！
几年前，每次的学校的年终晚宴，我会用车载着一名年迈的李姓同事一起出席。这位李同事是与其妻子共住，孩子们成家立业后就搬出过着他们自己的生活。就因如此，每年的学校宴会，我就会很自动的去到他家载他共同出席。李同事也很高兴与我共车。这共车赴宴之事，连续了好几年，而李同事因年迈走动也逐渐缓慢许多。某年近晚宴时，突然校长来到我的班上，吩咐我以后不要再载李同事出席晚宴了。说完没解释就离开，让我莫名其妙。一般人肯定会有负面的想法，但为了求正，在下课后，我立刻去办公室找校长。问清楚后才明白校长的用心良苦！校长对我说：“你一直载李老师出席宴会，他孩子知道吗？让他孩子载吧！让他孩子知道他的身体状况！让他孩子知道李老师要人照顾吧！张老师，你好心载李老师，反而让他孩子以为他父亲还是不需他人照顾，还可行动无阻呢！”。 是的，持续性的帮扶，需配合应对性调整； 看表面再问清楚，让有关人士澄清，就没误解和误会！
在轻轨列车厢内，挤满了乘客，但却有座位只置放着一个瓷瓶和一张登车卡，明显的表示瓷瓶是有付款占位的；其旁边正坐着一位双眼紧闭的女乘客。看了这情景，不少乘客低声批评。“什么耍大牌，连一个瓷瓶也要买席位霸占他人的席位！”；“关上了眼睛，不忍看到一群人在站吗？”；“有钱就是有钱！手不能拿住瓷瓶吗？”。这就是乘客发出的不满声音。不久，列车到了终站，乘客们先后下车离开后，这位女乘客端起一直放在她身边的瓷瓶，然后呜咽低声对它说：妈妈，到了终站，我们要下车了！我也圆满你的愿望陪你一起坐列车从机场回家。”。“妈妈，对不起，我从来没和你同坐车一起回家！”。看吧！批评谁都会！但正确吗？合时宜吗？ 没了解只看表面，就开口指指点点，会否给对方第二次伤害呢？
环顾我国目前的政坛风气，似乎是一天小争论，三天一大吵；今天是你骂我，明天我会悍，谁是谁非？错的还要争论。这犹如麻布袋里的菱角，硬要钻出来，有的更是麻袋绣花，底子不行还是每天抄新闻，弄到老百姓都很烦！所以，我们老百姓可要有耐心，不要立刻从表面下果断，可要分析后才论。听其言，观其行，还要证其为！

在轻轨列车厢内，挤满了乘客，但却有座位只置放着一个瓷瓶和一张登车卡，明显的表示瓷瓶是有付款占位的；其旁边正坐着一位双眼紧闭的女乘客。看了这情景，不少乘客低声批评。“什么耍大牌，连一个瓷瓶也要买席位霸占他人的席位！”；“关上了眼睛，不忍看到一群人在站吗？”；“有钱就是有钱！手不能拿住瓷瓶吗？”。这就是乘客发出的不满声音。不久，列车到了终站，乘客们先后下车离开后，这位女乘客端起一直放在她身边的瓷瓶，然后呜咽低声对它说：妈妈，到了终站，我们要下车了！我也圆满你的愿望陪你一起坐列车从机场回家。”。“妈妈，对不起，我从来没和你同坐车一起回家！”。看吧！批评谁都会！但正确吗？合时宜吗？ 没了解只看表面，就开口指指点点，会否给对方第二次伤害呢？
环顾我国目前的政坛风气，似乎是一天小争论，三天一大吵；今天是你骂我，明天我会悍，谁是谁非？错的还要争论。这犹如麻布袋里的菱角，硬要钻出来，有的更是麻袋绣花，底子不行还是每天抄新闻，弄到老百姓都很烦！所以，我们老百姓可要有耐心，不要立刻从表面下果断，可要分析后才论。听其言，观其行，还要证其为！

当焦点失衡时！
时间是凌晨约三点，在日本福冈市国际机场的巴士站等待机场大门重开时，我亲眼目睹日本人在道路上时对交通规则的遵守态度和精神，让我非常的惊讶和佩服。凌晨时分，机场周边是僻静没有任何人影，马路上也没有任何车辆，只有那些在进行机场扩充工程的工人。这些工人须不时横过马路搬运建筑材料或支援运作。但每次横过马路时，虽然没车没人，这些搬运工人在横过马路时，都利用行人横道，按了交通信号按钮，等着信号灯从红转绿后才横过马路。你相信吗？在夜深人静时，路上没人没车，等着信号灯从红转绿后，才横过马路！是的，如果我没有亲眼目睹，我也不信！在白天，日本人也是很遵守交通规则，撞红灯犯规的百分比极低。驾车人士在没交通灯的十字路口都会把车的速度降低慢行让路人先过。可见，日本政府向其人民灌输的交通规则的教育很成功，其人民对遵守交通规则的态度也反映了他们在利用公路时所表现出的礼让，容忍和相互尊重的厚度。
在我国，撞红灯犯规还有许多不遵守交通规则的事件是司空见惯之事；可见我国政府向人民灌输的交通规则的教育有待提升的必要！《道路安全运动》也不时有在学校推行，为何效应不达标呢？很明显问题就是在向学生灌输的交通规则的指南的过程，没有明确的焦点指向性！一般上，学习过程是从认知，复习，分析其对与错，好与坏才接受后成习惯。如果学习过程与学习者的喜爱串接，那就可能会产生不一样的效应！举个例子，一位思想尚未成熟但热爱赛车者，在出席《道路安全运动》时，他们的目光往往是瞄准车辆和速度，交通规则可不是重点。所以，使用道路时的礼让，容忍和相互尊重是次要了。是否是巧合还是负面效应的，这值得我们去深思为何在半夜三更，凌晨时三五成群的轻少年在马路上飙车，赛车等，忽视了其他道路使用者的安全！
同样地，在推动《反战运动》，《反暴力运动》，《醒觉运动》时，我们是否有考虑那些轻少年的思想的成熟度和他们对主题的演绎能力？全校的学生不分年纪，班级共同出席聆听观看同样的演讲与短片，脑海内的思维是什么？协商？以和为贵？退一步海阔天空！还是以牙还牙？以暴制暴？没完没了！无可否认，向青少年转达信息，因个人的理解有异，不是主持人在误导，而是听者在解译中出现了错觉！有了错觉，自然地，就有必然性的反应！
