噢，就这么简单！只是表示遗憾没有收回也没有道歉，农业与农基部长依斯迈沙比里的“抵制华商论”风波，就尘埃落定算解决了。

我以为马华重返内阁将会有不同的作风，我还真的相信马华新的领导层会在华社问题，华教等问题和民族尊严上有果敢的策应来捍卫我们华社日渐脆弱的权益。原来是南柯一梦。借用台湾作家李敖讲的我梦碎，所以我梦醒！经过两次大选的洗礼后、现今的马华在争取或维护华社权益上还是固步自封，没有果敢的行动。什么是果敢的行动？马华当权者须和需很明确的告诉首相华社要农业与农基部长依斯迈沙比里不要躲在内阁里，要他收回“抵制华商论”的言论也要他公开的向华社道歉！农业与农基部长的一句遗憾，马华就能接受，难怪马华在大选会惨败！那是因为在很多处理课题解决的方案上，马华的接受是代表着华社的忍受！问一问华社，是接受还是忍受马华在“抵制华商论”的课题上的决定？

槟城渡轮收费要调整起价，相应的槟州首长林冠英借提发挥讲了一些大道理来攻击这调整起价的建议。“观其行，听其言”，我们的首长林冠英是最不适合的人选来攻击这调整起价的事。林冠英说如果要调高渡轮收费，槟城港务局必须先改善和提高它的服务素质。对，这绝对是合理的；但身为槟州子民的一份子，我们要知道正当市区内的车位严重缺乏时又没有增加车位的情况下，槟岛市议会是基于什么理由来调整泊车费？

槟州子民也很想知道槟城水务局一连二，二连三的调整水费，对众多的用户是否有欠公平呢？槟城水务局每年都赚钱，为何担任水务局主席的首长林冠英会准许水费的调整？水费的调整是否因为槟州政府通过水务局拨款四百万给予槟州足球队所导致？槟城水务局拨款给予槟州足球队的决定是否有考虑到不是每一单位的水务局的客户都是对足球有兴趣，也不是每个用户都是槟州足球队的支持者？除了调整泊车费和水费，槟州政府也在今年开始调整门牌税。市议会的服务有待提升，卫生环境素质也须改善，提高门牌税简直对市民不公平啊！

无论是联邦政府还是州政府的服务费或能源用费的调整，人民肯定会受影响，但还是无可奈何的接受；唯不能接受的是当官的人在玩愚民把戏，靠喊骂敌对派的调整收费的声音来掩盖自已本身也同样决定调整价钱的举动。

英语就是这样( 102 ) 情态动词 Modal Verbs

什么是情态动词 （ Modal Verbs）？情态动词 （ Modal Verbs）是一种辅助动词用于指示方式 – 即可能性，能力和义务。例子如 can, shall, will, must, may 等等。

He will come here.

She can finish the work before going home.

I may do it for you.

以上的will, must, can 都是情态动词 Modal Verbs。

如换为过去式，它就是

He would come here.

She could finish the work before going home.

I might do it for you.

在过去式(PAST TENSE)，我们只换情态动词 （Modal Verbs）中的can, shall, will, may 其后的连接动词是属于不定式动词（infinitive） 不能有任何的更换。所以，句子里的come, finish 和do 不能改换为came, finished 和did， 我们只把 can, shall , will, may 换为could, should, would 和might.

情态动词 Modal Verbs中的 ought 和 must 没有过去式(PAST TENSE)不能换。如

He said : “ You must come!”

He said: “ You ought to do it.”

“你这个人，这么没有修！”

知识当然是“知道”和“认识”的综合体，智慧是综合“知”与“识”的运用，对于某件事的处理运作的圆满解决。靠知识的判断，它是触及表面和即兴的，靠智慧的判断，它却是冷静思考的。某人有知识又聪明，但他会做出误判；那是因为他的判断是情绪化；靠智慧的判断是理智的非情绪化的，误判的可能性很小。

智慧需“闻，思，修”，知识需“闻”与“知”，“思”与“修”不重要！出家人大多是“智者”因为他们靠“修”而活的有知！乔达摩•悉达多35歲時坐於菩提樹下發願不成正覺，永不起身；静坐宴坐冥想，直到了第49天，天正曉明，瞻望明星而悟道。悟得三明与四谛，證得無上正等正覺，而成為佛陀。原来我们不能“悟”只能“误”因为我们没有学习佛陀那“四十九天”的冷静思考。我们很容易相信他人的片面之言，也很喜欢从他人的表面行为来做出判断。要我们静坐只是几天不是四十九天来想出某个问题的解决方案，我想那是不可能吧？我们的心肯定往外跑！思维会历乱无章起烦恼！

智慧让我们做出正确的决定，因为智慧必须用脑不是用耳，不靠情绪来判断。在大选期间，我们的思维很容易受到政客的左右因为我们没有思考，更没有“听其言，观其行”来判断政客的行为和为人，结果选错了！春秋末期的孔夫子只“听闻”了子貢对顏回的指责，而对顏回有了些误会；但经顏回的解析才知道自已错怪他！可见多思，多修证在我们的生活是多重要。曾几何我们在听闻一些我们对他有偏见的事后，可有思考，可修证过呢？反而会信以为真变帮凶造口业！

要不受骗，不能单靠聪明还要观察，有智慧！我们不时在报章上得悉不少受高等教育的人士上当受骗，除了贪，最大的因素就是没有思与修吧！闻，思，修是我们的附身符也是做人的根基。听了，再思考，修正了你就会知道了来源的根本。你我他讲错，做错，得罪人，人缘不好，被人骂：“你这个人，这么没有修！”。以前，被人骂了不知道“修”的意思，原来是做人的三部曲是“闻，思，修”不是听了就立刻判断制造了误解和麻烦。

What is the criterion of MPPP?

Every Penangite knows clearly well that most of the roads in the island are congested. Those roads are too narrow to allow any vehicle or even motorbike to park by and any minor incident on the roads, be it day or night, standstill traffic flow will create terrible long queue. What surprised to road users especially the motorists is that with the coming Chinese New Year, the MPPP permits setting up of stalls at the road sides. I can understand the purpose of the presence of these stalls along the roads is for the ease and convenience of the shoppers for the festival purchases. However, this act of permitting this temporary stalls at the road sides have contravened sarcastically and contrarily the concerted efforts to alleviate the problems of traffic congestion in the island.

(Photo taken during non-peak hour on Sunday) There are always enforcement officers on duty even in hours of late night in the designated areas to tug away or clamp-locked vehicles parked illegally to avoid any traffic jams but the locations of these so-called festival stalls are not only questionable but also surprising. Some of the stalls are set up near the traffic light junction or bus stand, some are allowed to operate near the schools and some are even permitted to be set up just in front of the shops selling the similar goodies. We, Penangites, just fail to understand the criterion of MPPP (Majlis Perbandaran Pulau Pinang ) Maybe the authority can help to enlighten us?

自动词(INTRANSITIVE VERB)是不需要目标（Object）而内独立成为句子。了解这个是很重要，要不然我们就会以为英语的每段的主动语态(ACTIVE VOICE)的句子都可以把它变着被动语态（PASSIVE VOICE）。为什么? 没有对象或目标(OBJECT)的主体（SUBJECT）怎样能被动？靠什么动？

It rained是 拥有自动词(INTRANSITIVE VERB)的句子，没有对象或目标(OBJECT)的主体（SUBJECT）的句子。

He swims every morning 也是一样的，没有目标(OBJECT)。有鉴于此，有自动词(INTRANSITIVE VERB)的句子不可能会成为被动语态（PASSIVE VOICE）。如

He screamed loudly when he saw me.

The story was very interesting.

人生的意义

在让恋中的人会与对方说：“没有了你，我的生活没有意义！”，父母对孩子说：“孩子，不管生活怎样苦，为了你我会活下去！”，知已朋友会对你说：“为了你的前途，我会支持你！”有国家意识的政治家会为国家为人民不顾自己的生命而活、军警队员为了保卫我们时时刻刻都准备牺牲他们的生命！人生的意义就是为他人而活，大同的世界的生物需互相支撑而活出美好，不是互相排挤，互相残踏啊！原来人生的意义就是为他人付出，贡献社群，在爱的循环中让这世界变成祥和和幸福。但能吗？只因你我他多有心机啊！
