Dress Code even during urgency or emergency ?

It was quite a shock to note that the compliance of dress code was applied even to police stations. Does it mean that regardless the seriousness of the cases faced by the victims or affected one, stipulation of the dress codes are inflexible and strict, relaxation of the dress code not allowed ? If it is the case, it means that those who wear shorts and sneakers for outdoor activities such as joggings, playing games are barred for lodging reports when they are robbed or face with any threats that may result physical harms to them. The so affected victims have to go back to their homes and change for proper attires and thereafter only can be allowed to enter the police stations. The strictness of the dress code compliance undoubtedly compromises the urgency of the needed assistance in the event of emergency.
Additionally, it makes the outlaws awake the right time and right place for them to commit crimes. That dress code is to be complied for any scheduled appointment in any government agents or departments is accepted but not for those unscheduled or urgent cases especially police stations where unpredicted cases or incidents are frequent.
Anyway, it is glad to note that the Authorities have taken actions to rectify and to right the wrongs.
